Overview

This page summarises the long-delayed external decorations project at South Park Court. It provides an update on recent developments, outlines key decisions, and highlights outstanding actions and related concerns. The works represent a major investment in the building’s condition and an essential step toward fulfilling leaseholder obligations.

Recent Developments

July 2025 — EGM/AGM

At the most recent Members' Meeting it was suggested that we should:

  • Undertake full external redecoration in 2026
  • Commit to allocating £300,000 to cover the project cost

It was felt by Members that we must make a formal commitment to tackling a long-acknowledged backlog of external works.

Proposal: Funding the 2026 External Decorations

At the last online meeting, it was propose that we "bite the bullet" and commit £300,000 toward the 2026 external decorations project, funded over two financial years (2025 and 2026). This phased approach is designed to spread the cost while allowing for proper planning, procurement, and consultation.

  • Total project cost: Estimated £350,000
  • Number of flats: 35
  • Cost per flat: £10,000
  • Phased contribution: £5,000 per flat in 2025 and £5,000 in 2026

This is, obviously, the most significant single investment in South Park Court to date and is crucial to address long-standing deterioration.

  • The cost is, at the moment, an estimation based on the most recent project costings available and an allowance for inflation since then. Should the costs prove lower, there will be scope to reduce the second year's contribution.
  • There is a question mark over how many flats will bear the cost. As you all know, some of the flats and retained by the freeholder. It's not clear to me, based on advice so far, whether they are obligated or can be forced to contribute.

We can't proceed to scope and plan the project without securing the funding.
